    There is an urgent need to develop an urban rainwater drainage system in cities that have been facing flooding due to heavy rainfall events. In Japan, many municipalities have provided financial support for installing household-level rainwater infiltration and harvesting facilities. However, the use of domestic installations is still limited. This study used the contingent valuation method (CVM) to investigate household preferences for rainwater tanks and a rainwater infiltration inlet (RII) in Yokohama, Japan, and examine the factors influencing the respondents' willingness to pay (WTP). We found that public perceptions of these systems have remained low. The mean WTP was US$265 and US$274 per unit for RII and a rainwater tank, respectively. When compared with the actual market price, the WTP results indicate that respondents had a high interest in these systems. Moreover, income, the experience of flooding and environmentally conscious behaviour were the main affecting factors.

  • Fuel poverty in Summer: An empirical analysis using microdata for Japan 査読有り

    The term fuel poverty is used to describe households that cannot afford the fuel costs of heating during winters. Fuel poverty is estimated on the basis of European criteria given that winters tend to be severe in Europe. However, it would be inappropriate to apply the same criteria to Asian regions with severe heat levels. Considering fuel poverty in the context of cooling expenses incurred during summers is also necessary. Thus, this study aims to examine potential fuel poverty households in Japan during summer and their occurrence condition using microdata. The estimation results reveal that only 0.93% of the surveyed households report fuel poverty. However, 5.53% poverty households can be classified as fuel poverty households. The results further show that households with elderly couples, particularly those living in old and/or large-floored homes with old room air conditioners, and single parent households are more vulnerable to fuel poverty. This study also conducts a binomial logistic regression analysis to clarify the occurrence condition for fuel poverty households. The findings suggest that elderly households easily fall into fuel poverty because of their low annual income and increased electricity expenditures owing to a rise in the energy amount rate.

    Rapid removal and treatment of waste generated during earthquakes is essential for the rapid recovery and reconstruction of the affected area. However, the environmental burden of disaster waste management efforts should not be overlooked even in disaster situations. Disaster waste management should be systematized as an integrated system wherein disaster waste management processes flow from generation to treatment. Life cycle thinking effectively makes sense of each stage of disaster waste management. Disaster waste prevention also might effectively reduce the environmental burden. This study reviews research trends in the management of disaster waste from the perspectives of the estimation of potential disaster waste, systematic evaluations of disaster waste management, and the necessity of addressing the material aspects of disaster waste prevention. In addition, the importance of measures for the prevention of disaster waste is examined in its social and cultural aspects, including such interventions as a change in residents’ lifestyle in regard to the possession of consumer durables.

    The main aim of this study was to examine residents’ environmental behavior in sorting solid household waste, and to identify the integrative factors that contribute to their wasteseparation cooperation and other related pro-environmental behaviors. This was achieved based on a questionnaire survey in Shenyang, Chengdu, and Shanghai. Methodologically, we applied a discrete choice model to examine whether individuals’ garbage sorting behaviors differ based on their characteristics, social attributes, residential circumstances, and environmental awareness, and whether these factors are correlated with individuals’ receptiveness to a refuse charge system, or to policies requiring garbage sorting. We further examined whether individuals’ garbage sorting behavior, their receptiveness to fee-based waste collection, and their receptiveness to policies requiring garbage sorting differ across areas. In this particular survey, we introduced a 16 item scale of pro-environmental behavior and a nine item scale of altruism to ascertain the ways in which internal motivational factors affect people’s environmentally conscious voluntary behavior. Overall, the present work is expected to contribute to an important understanding of the motivational forces and incentives behind human pro-environmental behavior and action. It also brings relevance to the analysis of moral solidarity in relation to the household waste disposal problems currently confronting us today.

    Flooding is a water event inundation the land area due to the overflow of water from rivers or rainwater runoffs with high intensity. Kanagawa Prefecture is a country of Japan that has overcome flood events with a simple and high-tech flood control system. The conservation of watersheds and green open spaces as water catchments and the use of naturally occurring and artificial rivers and ponds show the simplicity of the flood control technology adopted by the Kanagawa Prefecture government. Subsurface drainage is a high-tech flood control system that is connected to surface drainage and guttering system in resident's housing. Based on the Kanagawa experiences, this study is an effort to apply the concept for the Makassar City of Indonesia, which the flood still occurs. Data collection methods were conducted with direct observation in the field and were described qualitatively based on the facts and literature approaches. The results of the analysis indicate that the type of flood control such as Miyagase dam in Kanagawa prefecture is the same as the Bili-Bili dam on Jeneberang River as flood control in Makassar City. The high-tech flood control type in Kanagawa Prefecture is sub-surface drainage that has not been applied in Makassar. This research is expected to be a reference for the Government of Indonesia, especially the City of Makassar in formulating policy concerning solving the problem of flooding.

    Although it is important that disaster waste be demolished and removed as soon as possible after a natural disaster, it is also important that its treatment is environmentally friendly and economic. Local municipalities do not conduct environmental and economic feasibility studies of pre-disaster waste management; nevertheless, pre-disaster waste management is extremely important to promote treatment of waste after natural disasters. One of the reasons that they cannot conduct such evaluations is that the methods and inventory data required for the environmental and economic evaluation does not exist. In this study, we created the inventory data needed for evaluation and constructed evaluation methods using life cycle assessment (LCA) and life cycle cost (LCC) methodologies for future natural disasters. We selected the Japanese town of Minami-Ise for the related case study. Firstly, we estimated that the potential disaster waste generation derived from dwellings would be approximately 554,000 t. Based on this result, the land area required for all the temporary storage sites for storing the disaster waste was approximately 55 ha. Although the public domain and private land area in this case study is sufficient, several sites would be necessary to transport waste to other sites with enough space because local space is scarce. Next, we created inventory data of each process such as waste transportation, operation of the temporary storage sites, and waste treatment. We evaluated the environmental burden and cost for scenarios in which the disaster waste derived from specified kinds of home appliances (refrigerators, washing machines, air-conditioners and TV sets) was transported, stored and recycled. In the scenario, CO2, SOx, NOX and PM emissions and total cost were 142 t, 7 kg, 257 kg, 38 kg and 1772 thousand USD, respectively. We also focused on SOx emission as a regional pollution source because transportation and operation of the temporary storage sites generates air pollution. If the treatment of all waste were finished in 3 years, the environmental standard would be satisfied by setting work duration to 4.8 h/d.
