This paper aims to analyze the function and institutional system of intermediate support organizations (ISOs) in road maintenance adopt program based on a case study on Kitakyushu City Road Supporter Program. An interview survey was conducted on the two ISOs (Non-Profit Organizations), relevant city officials, 14 leaders of the supporter groups. The major findings are as follows: a) The NPOs are evaluated by the officials and the leaders on the functions of such as intermediation between them, improvement of the system and its operations. b) The systems such as conditions of NPOs’ selection, possibility of multiple-year-contract contribute the above functions.

The purpose of this paper is to analyze the present situation of municipal involvements in the consolidated transportation projects of passengers and cargos in Japan initiated during 2011-2021. Those projects using route buses and taxies by alliance of transportation and package delivery companies were analyzed based on the questionnaire surveys over the relevant municipal authorities. The principal findings are as follows: a) Although the degree of involvement of municipalities in the projects are various, the municipalities with deep involvement are all in depopulated regions. b) Most projects are operated only by alliances among private companies. c) A few municipalities actually incorporate the consolidated transportation of passengers and cargos in the relevant municipal plans to promote smooth consensus building among stakeholders. d) The national/prefectural subsidies to the projects are only utilized for the demonstration experiments. Based on these findings, this paper emphasizes the necessity of municipal involvement in the projects based on the recognition of that cargo transportation holds a fundamental position in local living environment in the depopulated regions, and the enhancement system to induce the benefit of those municipalities to take part in the projects.

This paper focuses on various effects of residents-participatory road maintenance activities. A case study was conducted over 'Kitakyushu Road Supporters Program' which applies so-called adopt program system. Based on an interview survey over 14 leaders of the registered road support groups, properties of their prescribed road maintenance activities and unprescribed various community activities, and the relations among those activities were analyzed. This paper finally found that 1) the program actually supports the various unprescribed community activities as well as prescribed road maintenance activities, 2) the program also strengthen residents-network and cooperation with various administrative organizations, and 3) those activities are limited within those community areas of respective support groups.

This paper aims to show an overview of the projects’ features of consolidated transportation of passengers and cargos during 2011 - 2022 in Japan, based on the data published by concerned companies and local governments. The major results are as follows: 1) The projects were significantly increased after the revision of the regulation of Road Transportation Act in 2017, accompanied with diversification of project objectives and transportation modes. 2) The projects to promote efficient cargo transportation and/or to sustain public transportation account large share of whole projects, which is more significant in depopulated municipalities. 3) The projects cooperated with local administrations are minority. 4) Although the features of the projects operated by the major three companies are basically same to those of whole projects, major three companies tend to operate more projects in depopulated municipalities. 5) Typical features of the projects for cargo and/or public transportation in depopulated municipalities by three major companies are one-way, once a day consolidated service among 5-12 ordinary transportation services at 20-40km distance routes.

The purpose of this paper is to analyze the objectives and municipal attitudes for outside Residential Promotion Areas (RPA) in municipal Location Optimization Plans (LOP). Although the main focus of the LOP should be on RPA, public opinions often express the concerns outside of RPA, which affects consensus building process of LOP. This paper firstly surveyed the objectives of outside RPAs written in 106 LOPs, and secondly, those objectives were categorized according to its planning sectors and geographical patters of functional hubs, and finally, surveyed the municipal attitudes toward description of the objectives outside RPAs. This paper finally indicates insufficient descriptions of the objects, weakness of functioning plans and planning systems, for outside RPA.

Event activity is one of the countermeasures for revitalization of city centers, However, continuing the activities is not easy for citizens because it requires much effort. This paper aims to examine the conditions for continuing such activities. This paper analyzed 1) expanding citizen’s network, 2) recruiting for new members, 3) fostering their motivation, and 4) public supports for the activities, over the events in Hyuga-shi Station Squares located in the city center area. Major results are as follows: 1) The citizen networks have expanded surrounding a traditional citizen group, 2) the key-persons of the citizen groups have participated in public projects and training seminars, 3) the officials of public organizations have been supporting citizens in both formal and private ways.

This paper aims to investigate the roles of city master plan of small-scale municipalities. A questionnaire survey was conducted over the municipalities with less than 50,000 population and recently drew/revised the plans, in Kyushu, Chugoku, and Shikoku regions, for the reason of drawing/revising the plans, future direction of the plan's roles, etc. The major results are; 1) Practical reasons are necessary for drawing/revising the plans in spite of the significance of future visioning. 2) Several municipalities daringly do not draw clear future visions. 3) Although most municipalities require the strengthening the role of the plans, not a few municipalities hope to reduce it. Finally, this paper presents several alternative ideas to improve the city master plan system, such as flexible operation, utilizing other institutional plans, or strengthening the planning system.

This paper aims to investigate the feasibility of consolidated transportation of passengers and cargos by a municipal bus combined with community-based cargo transportation service managed by a residential organization in a depopulated district. Based on the ‘experimental operation’ designated by the Ministry of Land, Infrastructure, Transport and Tourism, in Ogawa district, Nishimera Village, Miyazaki Prefecture, surveys on cargo volume, postal and home delivery services and an interview survey over the concerned people/organizations were conducted to analyze the feasibility of the proposed transportation system and required conditions. The main results are as follows: 1) the cargo volume is within the legal limit of light trucks, 2) both of the residents, the users and the concerned service companies/organizations evaluate the proposed system positively. And then, this paper identified 3) the issues to be agreed among the stakeholders concerning the contents/levels of the future practical consolidated service system, and 4) the necessity to strengthen the residential organization.

Along with population decline, it is difficult to maintain public transport services and urban functions. As a solution, including but realization of Compact City, for a reasonable setting for public transport axis as a frame of the city, it has not been studied. In this study, the long-term point of view of urban planning that "residents and city functions where to consolidate " set the public transport axis, to verify its validity. As a result, (1) public transport axis and overlap extension ratio of bus routes is high, was shown to have integrated the city function in comparison (2) If public transportation axis along the road is a bus route along the road. (3) As a result of exchange of views with bus operators and countries and municipalities, were obtained understanding of the concept of setting. Setting of the public transport shaft which this study is presented it was revealed reasonable.
