This paper aims to analyze the function and institutional system of intermediate support organizations (ISOs) in road maintenance adopt program based on a case study on Kitakyushu City Road Supporter Program. An interview survey was conducted on the two ISOs (Non-Profit Organizations), relevant city officials, 14 leaders of the supporter groups. The major findings are as follows: a) The NPOs are evaluated by the officials and the leaders on the functions of such as intermediation between them, improvement of the system and its operations. b) The systems such as conditions of NPOs’ selection, possibility of multiple-year-contract contribute the above functions.

The purpose of this paper is to analyze the present situation of municipal involvements in the consolidated transportation projects of passengers and cargos in Japan initiated during 2011-2021. Those projects using route buses and taxies by alliance of transportation and package delivery companies were analyzed based on the questionnaire surveys over the relevant municipal authorities. The principal findings are as follows: a) Although the degree of involvement of municipalities in the projects are various, the municipalities with deep involvement are all in depopulated regions. b) Most projects are operated only by alliances among private companies. c) A few municipalities actually incorporate the consolidated transportation of passengers and cargos in the relevant municipal plans to promote smooth consensus building among stakeholders. d) The national/prefectural subsidies to the projects are only utilized for the demonstration experiments. Based on these findings, this paper emphasizes the necessity of municipal involvement in the projects based on the recognition of that cargo transportation holds a fundamental position in local living environment in the depopulated regions, and the enhancement system to induce the benefit of those municipalities to take part in the projects.

<p>This paper focuses on various effects of residents-participatory road maintenance activities. A case study was conducted over 'Kitakyushu Road Supporters Program' which applies so-called adopt program system. Based on an interview survey over 14 leaders of the registered road support groups, properties of their prescribed road maintenance activities and unprescribed various community activities, and the relations among those activities were analyzed. This paper finally found that 1) the program actually supports the various unprescribed community activities as well as prescribed road maintenance activities, 2) the program also strengthen residents-network and cooperation with various administrative organizations, and 3) those activities are limited within those community areas of respective support groups.</p>

This paper aims to show an overview of the projects’ features of consolidated transportation of passengers and cargos during 2011 - 2022 in Japan, based on the data published by concerned companies and local governments. The major results are as follows: 1) The projects were significantly increased after the revision of the regulation of Road Transportation Act in 2017, accompanied with diversification of project objectives and transportation modes. 2) The projects to promote efficient cargo transportation and/or to sustain public transportation account large share of whole projects, which is more significant in depopulated municipalities. 3) The projects cooperated with local administrations are minority. 4) Although the features of the projects operated by the major three companies are basically same to those of whole projects, major three companies tend to operate more projects in depopulated municipalities. 5) Typical features of the projects for cargo and/or public transportation in depopulated municipalities by three major companies are one-way, once a day consolidated service among 5-12 ordinary transportation services at 20-40km distance routes.

<p>The purpose of this paper is to analyze the objectives and municipal attitudes for outside Residential Promotion Areas (RPA) in municipal Location Optimization Plans (LOP). Although the main focus of the LOP should be on RPA, public opinions often express the concerns outside of RPA, which affects consensus building process of LOP. This paper firstly surveyed the objectives of outside RPAs written in 106 LOPs, and secondly, those objectives were categorized according to its planning sectors and geographical patters of functional hubs, and finally, surveyed the municipal attitudes toward description of the objectives outside RPAs. This paper finally indicates insufficient descriptions of the objects, weakness of functioning plans and planning systems, for outside RPA.</p>
