<p>Event activity is one of the countermeasures for revitalization of city centers, However, continuing the activities is not easy for citizens because it requires much effort. This paper aims to examine the conditions for continuing such activities. This paper analyzed 1) expanding citizen’s network, 2) recruiting for new members, 3) fostering their motivation, and 4) public supports for the activities, over the events in Hyuga-shi Station Squares located in the city center area. Major results are as follows: 1) The citizen networks have expanded surrounding a traditional citizen group, 2) the key-persons of the citizen groups have participated in public projects and training seminars, 3) the officials of public organizations have been supporting citizens in both formal and private ways.</p>

This paper aims to investigate the roles of city master plan of small-scale municipalities. A questionnaire survey was conducted over the municipalities with less than 50,000 population and recently drew/revised the plans, in Kyushu, Chugoku, and Shikoku regions, for the reason of drawing/revising the plans, future direction of the plan's roles, etc. The major results are; 1) Practical reasons are necessary for drawing/revising the plans in spite of the significance of future visioning. 2) Several municipalities daringly do not draw clear future visions. 3) Although most municipalities require the strengthening the role of the plans, not a few municipalities hope to reduce it. Finally, this paper presents several alternative ideas to improve the city master plan system, such as flexible operation, utilizing other institutional plans, or strengthening the planning system.

<p>This paper aims to investigate the feasibility of consolidated transportation of passengers and cargos by a municipal bus combined with community-based cargo transportation service managed by a residential organization in a depopulated district. Based on the ‘experimental operation’ designated by the Ministry of Land, Infrastructure, Transport and Tourism, in Ogawa district, Nishimera Village, Miyazaki Prefecture, surveys on cargo volume, postal and home delivery services and an interview survey over the concerned people/organizations were conducted to analyze the feasibility of the proposed transportation system and required conditions. The main results are as follows: 1) the cargo volume is within the legal limit of light trucks, 2) both of the residents, the users and the concerned service companies/organizations evaluate the proposed system positively. And then, this paper identified 3) the issues to be agreed among the stakeholders concerning the contents/levels of the future practical consolidated service system, and 4) the necessity to strengthen the residential organization.</p>

Along with population decline, it is difficult to maintain public transport services and urban functions. As a solution, including but realization of Compact City, for a reasonable setting for public transport axis as a frame of the city, it has not been studied. In this study, the long-term point of view of urban planning that "residents and city functions where to consolidate " set the public transport axis, to verify its validity. As a result, (1) public transport axis and overlap extension ratio of bus routes is high, was shown to have integrated the city function in comparison (2) If public transportation axis along the road is a bus route along the road. (3) As a result of exchange of views with bus operators and countries and municipalities, were obtained understanding of the concept of setting. Setting of the public transport shaft which this study is presented it was revealed reasonable.
