    This presentation focuses on the changes in the selection conditions for foreign students and the proposed reforms of the Ministry of Higher Education during 1957-1959, and confirms the existence of different opinions and conflicts in the central leadership behind the unstable policies. As a manifestation of this, it will be shown that a contradiction continued to exist between ensuring academic quality and the educational philosophy of the Communist Party, represented by the priority given to cadres of industry and agriculture.
    In 1958, in spite of the tightening of the conditions for political review in reaction to the anti-rightist struggle, a selection method reminiscent of the reform plan was proposed again. In 1958, despite the tightening of the conditions for political review in reaction to the anti-rightist struggle, the selection method reminiscent of the reform plan was proposed again, and the dispatch of mainly graduate students and trainee teachers, the main purpose of the reform plan, was continued. However, as a reaction to the questioning of the Party's leadership in higher education, in 1959, the demand for selection from Communist Party members and delegates appeared in the selection instructions. On the other hand, the side of the selection instructions that favored the reform plan aimed to achieve "high-spiritedness" in the "Duokuaihaosheng".

    1.私費留学は、「四つの現代化」のための人材の育成手段の一つとして始まったのは、建国30年以上経った1981年であった。経済建設の不均衡な発展、また新設大学などによる教育費の急膨張などにより、それまでの高等教育制度が維持しきれなくなるという事情が重なった。
    2.高等教育改革の「自主」化方針によって、国内大学の「私費生」とともに、私費留学生は90年代においても増加する一方であった。その背後には、高等教育について人々からの需要増に国家の側からの供給が追いつかない問題があった。
    3.法律条例により実質的に私費留学が保護されるまでおよそ12年かかったとはいえ、経済建設と改革開放事業の人材を育てることと同時に、人民の教育への需要を満たすという両面の目的を持っていた。
    4.2003年に事実上私費留学規定を廃するのと並行して、一連の政府側の発信は、個人の行動意欲を尊重し保護する私費留学政策を選択したことの表れである。
